What is it?
This decree-law approves the composition, structure and the responsibilities of the 19th Portuguese Government.
What information does it contain?
Members of the 19th Portuguese Government
The Government is composed of the Prime Minister, Ministers, Secretaries of State and a Secretary of State Assistant.
The following Secretaries of State assist the Prime Minister:
- Secretary of State for the Presidency of the Council of Ministers
- Secretary of State to the Prime Minister
- Secretary of State for Culture.
The following Ministers and Secretaries of State are also members of the Portuguese Government:

Changes in ministries
The following ministries no longer exist:
- Ministry of Economy, Innovation and Development
- Ministry of Agriculture, Rural Development and Fisheries
- Ministry of Public Works, Transport and Communication
- Ministry of Environment and Spatial Planning
- Ministry of Labour and Social Solidarity
- Ministry of Education
- Ministry of Science, Technology and Higher Education
- Ministry of Culture
The rights and responsibilities of these ministries are automatically transferred to the new ministries.
Closing of Civil Governments
All the Civil Governments of the country are closed down and the positions of Civil Governor and Deputy Civil Governor no longer exist..
Mandatory approval
All Government acts that increase the State’s spending or reduce its income need to be approved by the Minister of State and Finance.
What are its benefits?
This decree-law is intended to:
- adopt a smaller and less expensive Government structure
- promote more effective management of the country.
When does it come into effect?
This decree-law comes into effect five days after being published but the changes it introduces took place on 21 June 2011.
