What is it?
This decree-law puts into practice a transfer of powers, regarding the citizens’ safety, from the central administration to the municipalities, just as provided by law. Therefore, it updates the operation rules of the safety municipal councils.
The National Assembly decided, upon Government decision, to transfer powers from the State to the local autarchies and municipal entities. In order to put this into practice, it is necessary that decree-laws like this one establish in detail how it shall be executed.
What is going to change?
- The Municipal Safety Council now works in two different ways: with an enlarged (more representatives) and restrictive (less representatives) council.
- The municipalities may now participate on the meetings of the enlarged council.
- The enlarged council shall have representatives from several areas (such as culture, sports, public, private and cooperative education and social support).

The citizens may intervene on these meetings, on a specific period for this purpose.
Besides the powers the Municipal Safety Council already held, the enlarged council is now competent to give an opinion on the juvenile delinquency control and also on the Proximity Policing Programmes and the Local Safety Contracts.
The Proximity Policing Programmes are a set of measures which bring the police closer to the citizens.
The Local Safety Contracts are contracts between the municipalities and the Ministry of Internal Affairs, to increase the citizens’ safety through the prevention of juvenile delinquency and the elimination of criminal risk factors.
There is now a restrict council
The restrict council is empowered to evaluate the municipality’s safety conditions and contribute for the establishment of strategies to improve the proximity policing.
These strategies concern, for instance, the management of police stations network and the creation of specific programmes for the safety of people and goods.
What advantages does it bring?
The municipal safety councils are granted the power of intervention to define local safety strategies, with the citizens’ direct participation.
The citizens and community representatives may now actively participate on the resolution of safety problems.
When does it enter into force?
This decree-law enters into force on the day following its publication.
