What is it?
This decree-law establishes the attribution of incentives to workers with a public employment relationship integrated in general careers, of a pecuniary and non-pecuniary nature, in situations of change or temporary change of the workplace to territories of low population density.
What is going to change?
Incentives are granted to workers with a public employment contract, within the scope of the Inland Value-Added Programme, whenever they are moved to the territories of the Inland (either in a mobility scheme or in a telework scheme).
Shared workspaces called "telework centres" may be created in the Inland territories.
Such incentives may be pecuniary or non-pecuniary in nature.
Temporary pecuniary compensation is granted to workers who are moved to the Inland Territories, to be fixed by administrative decree of the members of the Government responsible for the areas of finance and public administration.
Other non-pecuniary incentives are also granted to workers with a public employment contract to take up permanent or temporary positions in those territories. For example:
- The guarantee of school transfer for the children of either spouse or unmarried partner;
- The extension of the period of leave by two days during the period of employment.
This incentive scheme is reassessed after three years, taking into account effectiveness and efficiency in relation to the desired results.
What advantages does it bring?
This decree-law creates mechanisms that facilitate and promote the mobility of workers in public functions to the Inland territory, within the objective of implementing and deepening public policies that contribute to make the country territorially more balanced.
In addition, this decree-law develops the role of telework as an instrument for establishing jobs in less populated regions, as well as for promoting the reconciliation of professional life with personal and family life.
When does it enter into force?
This decree-law enters into force on 18 July 2020.
