What is it?
This decree-law establishes measures for the organization and operation of schools that guarantee the resumption of classroom teaching activities, determines rules on science and higher education and establishes the resumption of professional training activities.
Given the public health emergency of international scope, declared by the World Health Organization on 30 January 2020, as well as the classification, on 11 March 2020, of the COVID-19 disease as a pandemic, the Government has been approving a set of extraordinary and urgent measures in several matters.
What is going to change?
Presential teaching activities and their organization
They resume the classroom activities on 18 May 2020:
- The students of the 11th and 12th years of education;
- Students from the 2nd and 3rd grades of double certification courses (those that grant, simultaneously, a school certification and a professional qualification) of secondary education;
- And the students of the specialized artistic courses that do not grant double certification, in the subjects that have national final exam offer.
Students attending special education establishments will also resume their teaching activities in person from 18 May 2020.
The schools reorganize the spaces, classes and school schedules, complying with the guidelines of the Directorate General of Health (DGS), particularly with regard to hygiene and physical distance.
National final examinations and proof of equivalence to attendance
The National Examination Jury and the schools ensure that during the tests of equivalence to attendance and national final examinations the guidelines of the DGS are followed.
The face-to-face vocational training activities carried out by the Institute for Employment and Vocational Training may be resumed on 18 May 2020 in a gradual manner and ensuring compliance with the guidelines of the DGS.
The activities in the field of science and higher education should be gradually resumed in the presence of students, teachers and researchers, with distance learning and teleworking processes, aimed at classes, internships and student evaluation, among others.
They must always comply with the guidelines of the DGS and the rules on hygiene, physical distance and use of personal protective equipment.
What advantages does it bring?
This decree-law guarantees the resumption of classroom activities and professional training in safe conditions for the entire educational community.
When does it enter into force?
This decree-law enters into force on the day following its publication.
