What is it?
This decree-law amends the rules on access to higher education by creating special tenders for students coming from vocational paths.
What is going to change?
A special tender for access to higher education is created for students who complete secondary education through vocational paths and who want to enter higher education.
This special tender is adapted to the diversity of students from secondary education and allows the assessment of the type of skills of vocational students.
It is up to the higher education, university and polytechnic institutions to decide how many vacancies will be covered by the tender, publish them on their website and communicate them to the Directorate General for Higher Education.
The special tender is voluntary.
Who can apply?
Students who have completed one of the following secondary level courses:
Students who have completed secondary school careers abroad may also apply, as long as they are equivalent to Portuguese secondary education...
In addition to completing secondary school and passing the respective final exams, students must take exams at the higher education institutions for which they are applying.
What is the validity of the special tenders?
The special tenders are held for enrolment and registration in a school year and are valid only for the school year to which they refer.
Acts relating to special tenders must be carried out within the time limits defined by the higher education institutions.
What advantages does it bring?
This decree-law guarantees equality among students who complete secondary education in the scientific-humanistic and vocational spheres.
It enhances vocational education and encourages students from vocational paths to pursue studies in higher education.
It promotes the return of Portuguese students who are abroad.
When does it enter into force?
This decree-law comes into force five days after its publication and takes effect from the date of application for enrolment and registration in higher education for the academic year of 2020-2021.
