What is it?
This decree-law creates a system of collection, registry and analysis, by the State, of data on science and technology, relating to human resources, institutions, activity and scientific production, projects, programmes and funding.
What is going to change?
The Digital Skills Observatory is created, which aims to monitor the evolution of the population's digital skills, the production of new knowledge in digital areas and the capacity to exploit the social and economic potential of digital markets.
The Observatory for Scientific and Educational Employment is set up, the aims of which are, inter alia:
- monitor academic and scientific employment;
- promote the link between society and the scientific community.
The Observatory covers institutions dedicated to research and development (R&D).
The Public Higher Education Employment Survey (IEESP) is established, which is an annual survey on human resources developed by the General Directorate for Education and Science Statistics (DGEEC) and the General Directorate for Higher Education (DGES).
The former survey "Biographical register of higher education teachers" is abolished and replaced by the two previous instruments.
The DGEEC and DGES are the entities responsible for the collection and processing of personal data.
These data are transferred to the National Statistics Institute, by electronic means, for the production of statistics.
The collection and processing of data must be carried out in strict compliance with the General Data Protection Regulation (GDPR).
What advantages does it bring?
This decree-law allows a more effective processing of data on science and technology related to human resources, institutions, activity and scientific production, following international practices and European rules.
When does it enter into force?
This decree-law enters into force on the day following its publication.
