What is it?
This regulatory decree establishes and updates the technical concepts, in the fields of land planning and urbanism, to be used in the land management instruments.
The land management instruments are legislative acts or of a regulatory nature through which the policy on soil, land planning and urbanism is developed.
They may take the form of programmes and plans (e.g. special coastal or protected area programmes, municipal master plans and urbanisation plans).
What is going to change?
The technical concepts, to be used in land management instruments, are divided into two groups (annexes):
- Concepts relating to indicators and parameters;
- Concepts related to symbology and graphic systematization.
New technical concepts are included (referring to urban rehabilitation), others are changed (for example, the concept of urban land and land use regime), and concepts that already existed are clarified, namely those associated with soil policy.
For the first time in a diploma, concepts related to symbology and graphic systematisation to be used in the land management instruments are also aggregated.
How are the technical concepts defined?
They are defined in the regulatory decree, published in the Official Gazette and advertised by the General-Directorate of Land (DGT), through the national land information system.
DGT is also responsible for:
- monitoring and evaluating the application of technical concepts;
- proposing the update of the technical concepts’ definitions.
What advantages does it bring?
It does not require the definition of concepts in each land management instrument, it facilitates interpretations and simplifies their contents.
When does it enter into force?
This regulatory decree enters into force on the day following its publication and applies to the procedures for the preparation and review of land management instruments initiated as of that date.
