What is it?

This decree-law creates the National Portal of State Suppliers.

The National Portal of State Suppliers is an online system that gathers information regarding the state suppliers registered in it. It includes information on social security and tax debts, as well as criminal records of suppliers, their administrators and managers

What is going to change?

State Suppliers will not need to deliver documents proving the good standing of their fiscal, contributory and criminal situations for the purpose of entering into contracts with public entities and receipts, and the public entity will have internet access to such information, provided that it is allowed by the provider.

An initiative involving several public entities

    • The Institute of Public Markets, Real Estate and Construction manages the portal and can control data recorded there.
    • Tax Authority controls tax the debt data.
    • The Social Security Institute controls the data on social security debts.
    • The Directorate-General for Justice Administration controls the data on the criminal record.
    • The Registry and Notary Institute and other entities that sign protocols can control data registered in the portal.

The registration is the responsibility of State suppliers.

Each individual or company that wants to be contracted by the public entities can register in the National Portal of State Suppliers, identifying and confirming that they allow the use of their data for the objectives of the portal. In order to cancel the registration, people and companies can request it.

New features can be developed

The National Portal of State Suppliers will have a listing of state suppliers organized by type of goods, services and works. In addition, it will be possible to have access to a reserved area with detailed information about the people and companies registered in the portal.

What advantages does it bring?

This decree-law is intended to create a centralized register of the situation of State suppliers, in order to:

    • simplify and enhance the verification of requirements needed to be contracted by public entities;
    • exempt state suppliers from supplying certain documents several times to public authorities
    • create a listing of state suppliers, by type of goods, services or works to be carried out
    • prevent corruption and other crimes by increasing transparency in contractual procedures.

When does it enter into force?

This decree-law enters into force on 1 January 2019.
