What is it?

This decree-law extends the list of health care for which no fee is charged.

A user fee is a fee paid by the user to the National Health Service. It covers part of the actual cost of care and contributes to a more rational use of resources.

What will change?

This decree law clarifies that, in addition to health care that no longer required payment, there will be no fees for consultations, examinations and treatments:

  • in population-based screening of HIV/AIDS, hepatitis, tuberculosis and sexually transmitted diseases (that is, when researching these diseases in the population), under the programmes of the Directorate-General of Health
  • for pre-exposure prophylaxis for HIV (prevention against the virus that causes AIDS) under the programmes of the Directorate-General of Health
  • in early and neonatal diagnosis (during the investigation of serious diseases that would otherwise go unrecognized in newborns) under the programmes of the Directorate-General of Health
  • in the field of palliative care (medical care that alleviates the suffering of people who have severe or prolonged and progressive illnesses).

What are its benefits?

This decree-law is intended to continue to reduce inequalities between citizens regarding access to health, giving greater protection to vulnerable groups of people who need it most.

When does it come into effect?

This decree-law comes into effect the first day of the month after being published.
