What is it?

This decree-law defines rules for the public financing of projects and initiatives developed abroad by Portuguese associations.

The Ministry of Foreign Affairs has new rules to finance Portuguese associations that develop their projects and initiatives abroad.

What grants are there?

These grants:

  • are financial
  • can be awarded to projects and initiatives that meet the requirements of this decree-law
  • are not meant to be reimbursed by the associations.

Which projects can benefit from these grants?

Projects can benefit from grants if they have goals that:

  • promote the social integration — linguistic, cultural and political — of Portuguese citizens living abroad
  • reinforce the connection of Portuguese citizens to the social, political, cultural and economic life of the countries they live in
  • promote and disseminate the Portuguese language and culture abroad
  • promote solidarity among members of a community, for example, with the elderly and the underprivileged
  • reinforce links with Portuguese culture
  • promote the training of association leaders
  • promote equality — for example, gender equality — and citizenship in Portuguese communities.

Who can apply?

These grants can be awarded to:

  • associations and federations:
    • of Portuguese communities
    • that have been together for more than 1 year
    • that are non-profit and not associated with a political party
    • that pursue the socio-cultural benefit of the community

  • other legal entities:
    • national or foreign
    • who have been together for more than 1 year
    • which are non-profit and not associated with a political party
    • which intend to carry out activities that benefit Portuguese communities and pursue at least one of the goals indicated above.

How are the projects chosen?

The projects to be supported are chosen according to the following criteria:

  • their goal
  • their agreement with the requirements laid down in this decree-law
  • the quality of the project
  • their relevance and interest for the local Portuguese community
  • the capacity demonstrated by the association to organize and promote their initiatives
  • the number and type of people for whom the project is intended
  • their relevance within the annual plan of the association.
  • the existence of grants awarded previously by other entities, either national or foreign.

Where can the applications be submitted?

Applications are submitted at the consular post or consular section of the embassy responsible for affairs in the country where the project or initiative will be developed.

How are the grants awarded?

1. The list of proposed projects or initiatives to be financed must be made public by March 15 of each year on the Portuguese communities online portal.

2. Interested parties have 10 days to complain and the final list is published on May 15.

3. The decision to award the grant is made by the member of Government responsible for Foreign Affairs.

4. The grants are given through the consular post or consular section of the embassy responsible for affairs in the country where the association operates.

What happens if the associations do not follow the rules?

If the supported associations do not comply with the rules of this decree-law or their obligations:

  • they can not apply for support for 3 years
  • they must return the money they have received.

How will the rules be enforced?

The Directorate General for Consular Affairs and Portuguese Communities (DGACCP) will be responsible for:

  • analyzing the applications and proposing the distribution of funding
  • monitoring and following the use of grants
  • evaluating supported projects.

Supported associations must submit a final report to the DGACCP, which will evaluate the projects and the allocation of the grants.

What are its benefits?

This decree-law is intended to create a more transparent model of financing, which:

  • values ​​the project within an annual plan approved and signed by the association's bodies
  • requires activities and management reports approved and signed by the association's bodies to be submitted with the application, which will promote a more democratic culture within the institutions, and a new accountability mindset
  • promotes the identification and support of networks of young people living abroad and gets them involved with the traditional associations, with the aim of rejuvenating them.

This change is aimed at:

  • strengthening solidarity with Portuguese communities abroad
  • supporting and valuing the existence of Portuguese associations abroad
  • strengthening the initiatives of Portuguese associations abroad
  • creating rules to allocate grants in a sustainable way, by evaluating projects and awarding grants based on objective criteria.

When does it come into effect?

This decree-law comes into effect the day after being published.
