What is it?

This regulatory decree establishes the terms and conditions that will guarantee, on a transitional basis, easier access, an increase in the amount and extension of the duration of unemployment benefits, family allowance for children and adolescents and social integration income for former workers of COFACO Açores - Indústria de Conservas.

What is going to change?

Citizens who are former workers of the COFACO factory, located on Pico Island, Azores, who were covered by the collective dismissal that occurred in 2018, and who, on 11 November 2020, reside in the Autonomous Region of the Azores and are holders of unemployment benefits, family allowance for children and adolescents and social insertion income, are entitled to a special and transitional scheme of easier access, increased value and extension of the duration of those social supports.

Beneficiaries definitively lose the right to the benefits they are receiving from the date they cease to reside in the Autonomous Region of the Azores and may not resume them even if they return to reside there.

In situations in which the period for which unemployment benefits have been granted has ended between 11 November and the date on which this diploma enters into force, the competent social security institution shall automatically renew the period initially granted and shall pay out the months that have accrued in the meantime.

In situations where the period for which unemployment benefits were granted has ended between 11 November and the date on which this regulatory decree-law enters into force and a subsequent award of unemployment social benefit has been made, the competent social security institution shall suspend the award of that benefit and shall automatically grant the unemployment benefit for the same period as that initially granted, starting on the day immediately following the day on which the benefit ceases and shall pay the months that have accrued in the meantime, minus the amount of the unemployment social benefit received in the meantime.

What advantages does it bring?

This regulatory decree puts into effect the application of a special and transitory scheme that guarantees to former workers of COFACO Açores - Indústria de Conservas, who are covered, easier access, an increase in the value and extension of the duration of unemployment benefits, of family allowance for children and adolescents and of social integration income, ensuring the payment of financial charges through the transfer of the necessary funds from the State Budget to social security.

When does it enter into force?

This regulatory decree takes effect from 1 January 2021 and is valid until 31 December 2023.
