What is it?

What is going to change?

Metro de Lisboa (Lisbon subway system):

    • The Recovery and Resilience Plan (PRR) provides for an investment of around €250,000,000.00 in the implementation of the Odivelas-Loures surface light subway line project.
    • It extends the legal framework of the Lisbon underground subway concession in order to allow the implementation of the investment project, set out in the Recovery and Resilience Plan (PRR).
    • This project, which execution is delegated to Metropolitano de Lisboa, E. P. E., will allow the connection between Loures and the Lisbon underground subway network in Odivelas, over a length of 12 km and with an estimated investment of around €250 M.

Metro do Porto (Porto subway system):

    • The concession is for the operation of a light subway system in the metropolitan area of Porto, which may include other mobility systems in a dedicated channel.
    • To enable the construction of the future line connecting Praça do Império and Praça Mouzinho de Albuquerque, to operate via Bus Rapid Transit (BRT), over a length of approximately 3.8 km and with an investment of 66 M€, as provided for in the PRR.
What advantages does it bring?

Given Portugal's commitment to achieve carbon neutrality by 2050, it is essential to promote the use of public transport and its decarbonisation and energy transition.

Metro de Lisboa (Lisbon subway system):

    • It is intended to constitute a collective public transport offer that serves in a more efficient, attractive and environmentally sustainable way the mobility needs between the periphery northwest of Lisbon and the capital, responding to the absence of a high capacity transport mode.

Metro do Porto (Porto subway system):

    • It is intended to constitute a collective public transport offer that serves in a more efficient, attractive and environmentally sustainable way the mobility needs between the various poles of employment and housing that are located in the western part of the city of Porto.
When does it enter into force?

This decree-law enters into force on the day following its publication.
