The support programme for the programming of the RTCP theatres and cinemas and other cultural equipment is created.
This support is aimed at programming that encompasses projects in the performing arts and, complementarily, those of a cross-disciplinary nature and the visual arts, developed by entities that promote, in a professional capacity, artistic and cultural activities.What is its scope?
This support consists of a non-refundable financial contribution and covers activities carried out in Portugal.
Entities responsible for the management of theatres, cinemas and other cultural facilities that are previously accredited under the RTCP are considered for support.
This support has a duration of four years and is managed and granted by DGARTES.
It is awarded through a tender process, which is opened every two years.
Applications must be submitted in Portuguese and on a form made available on the DGARTES website.
DGARTES appraises applications according to certain criteria, such as the artistic quality and cultural relevance of the programme plan.
The decision to grant support is up to the Director-General of DGARTES, who will have no more than 60 days to do so.
The granting of financial support shall be formalised through a written contract signed between the entity receiving the support and DGARTES.
These financial support contracts shall be permanently monitored and their execution annually evaluated by DGARTES.
The non-fulfilment by the beneficiaries of their contractual obligations may lead to the application of sanctions, such as the suspension of payment of the financial support.What advantages does it bring?
It reinforces a sustained, integrated and proximity-based cultural policy, encouraging the widest access to the arts and combating regional imbalances, thus ensuring the democratization of culture and the promotion of territorial cohesion.
It stimulates cultural demand and supply, encouraging an increase in the circulation of artistic works throughout the national territory and reinforcing the number of co-productions between artistic entities.
It consolidates in a sustainable and coherent manner the public and private structures for regular programming that exist in various parts of the country, in terms of planning their activities and the promotion and development of artistic projects.When does it enter into force?
This decree-law enters into force on 8 June 2021.
