What is it?

This decree-law creates the Centre of Competences for Support to the State's Foreign Policy (CAPE), as a service integrated in the General Secretariat of the Ministry of Foreign Affairs (MNE).

What is going to change?

CAPE is a nucleus for the internal coordination of services in the area of international relations and foreign policy.

It is responsible, in coordination with the other services of the MNE and in close collaboration with the relevant governmental areas, for providing specialist technical support in various areas, including:

    • Major international global issues (concerning climate, environment, oceans, water and energy, for example);
    • Maritime safety and the law of the sea;
    • European internal market and trade;
    • International law and negotiation.

CAPE is part of the services of the MNE's General Secretariat and is headed by its Secretary General.

What advantages does it bring?

By creating CAPE, this decree-law ensures the specialized technical follow-up necessary to guarantee the unification of the Portuguese State's external action.

It makes the Public Administration more competent and capable of responding to the requests made.

It provides the Public Administration with the means and resources that guarantee better interaction in the relations between ministries, under the coordination of the governmental area of foreign affairs.

When does it enter into force?

This decree-law enters into force on 12 May 2021.
