Summary in plain english

What is going to change?
Higher education institutions have the right and the duty to participate in activities that connect them to society, namely in the dissemination and transfer of knowledge, or in the social and economic valorisation of scientific knowledge.
This mission should be accomplished in cooperation with enterprises, local authorities, organizations from the social, cultural and health sectors, Public Administration, and the network of centres of direct and participated management of the Institute for Employment and Vocational Training.
Collaborative networks of higher education institutions are created in partnership with employers, promoting higher initial training, innovation and entrepreneurial projects and services, among others.
The Directorate-General for Higher Education is responsible for developing an annual report on the supply and demand for short vocational training courses, namely professional higher technical courses and post-graduate training.
Managers of research and development institutions or other organic units of the higher education institution, even if they are not autonomous, are entitled to a remuneration supplement.
The preparation of the dissertation or project work and the completion of the internship is supervised by PhDs, by specialists of recognized professional experience and competence or by specialists considered as such by the statutorily competent scientific body of the higher education institution, whether national or foreign.
A specialist may be a person who holds an academic degree, and:- Exercises or has exercised a profession in the area of the study cycle in question, possessing at least 10 years of professional experience in that area; - Present a professional curriculum of proven quality and relevance, duly confirmed and accepted by the scientifically competent body of the higher education institution; - Does not hold an indefinite contract with a higher education institution.
The members of the jury must be specialists in the field of the dissertation, the project work or the internship report.
The specialist title is granted by a certificate containing the identification of all the higher education institutions that integrated the consortium.What advantages does it bring?
This decree-law encourages the creation of training offers based on collaboration agreements between higher education institutions, the Public Administration, and business and industry.
It intends to deepen, update and modernize people's qualifications, in themes such as digital, technological and social transition that occur in Portugal, in Europe and in the world.
This decree-law supports the development of short, initial and post-graduate training, in collaboration with public and private entities, promoting the diversification and specialization of education supply.When does it enter into force?
This decree-law entered into force on the day following its publication.
