Summary in plain english

What is it?

This decree-law regulates the extraordinary income support for workers and the extraordinary support for the reduction of the worker's economic activity.

What is going to change?

Access to extraordinary income support for workers (AERT) is extended.

It is now foreseen that there must be a drop in turnover of more than 40% between the last quarterly statement available at the date of application for the support and the average monthly relevant income in 2019.

If the worker still cannot access the support, the relevant average monthly income of 2020 is considered.

The calculation of the amount of support will also consider the relevant average monthly income of 2019 or 2020, depending on the reference year used for accessing the support.

In processes where the application is submitted until 31 March 2021, the income from the quarterly statement of the first quarter of that year will be considered.

The resources condition is adjusted

Only the value of the property in the part exceeding 450 IAS (Social Support Index) will be considered.

The exclusion of the property intended for permanent residence of the household is maintained, which allows more people to be protected.

A safeguard clause is created to protect workers.

For the purposes of calculating the value of the extraordinary support for the reduction of economic activity of the worker and of the extraordinary measure to encourage professional activity, the worker's average annual income in 2019 is considered.

The safeguard clause determines that if the amount to be attributed is lower than that which would result from the application of the rules in force until 7 April, social security will pay the more favourable amount.

What advantages does it bring?

This decree-law extends the number of beneficiaries of the extraordinary income support for workers and ensures the inclusion of self-employed workers without activity in 2019.

When does it enter into force?

This decree-law enters into force on the day following its publication.
