What is going to change?Accommodation Grant - includes the identification and information on the supply of urgent and temporary accommodation available, in order to respond to social emergency and reception or transition needs, within the scope of each of the aims of the National Urgent and Temporary Accommodation Plan.
National Accommodation Plan - creates a structured response for people in need of emergency or transitional accommodation solutions, taking into account the properties that will become part of the National Urgent and Temporary Accommodation Grant. It is revised every two years.
The emergency or transitional accommodation is aimed at people who are at risk and in an emergency situation, with a view to their social inclusion, protection and autonomy, combating inequalities and ensuring adequate social protection.
Urgent and Temporary Accommodation Inventory - consists of identifying and quantifying the properties available to provide urgent and temporary accommodation, and which are part of the Accommodation Grant.
Modalities and conditions of support for the promotion of urgent and temporary accommodation solutions - support is granted directly to the Housing and Urban Rehabilitation Institute for the promotion of urgent and temporary accommodation solutions.
What advantages does it bring?This decree-law guarantees responses to emergency accommodation issues, aimed at people who need an urgent response due to unforeseeable or exceptional events (such as natural disasters, fires, pandemics or migratory movements) and who are temporarily homeless or at risk of homelessness (such as situations of domestic violence, human trafficking, homelessness or people at risk of homelessness due to the precariousness and extreme insecurity of the place where they live, among others).
It aims at social inclusion and intends to fight social inequalities.
When does it enter into force?This decree-law enters into force on the day following its publication.
