What is it?

This decree-law changes the structure of the Inspectorate General of Home Affairs (IGAI).

What is going to change?

The recruitment of inspectors will ensure the technical levels and impartiality that the functions attributed to IGAI require.

A service directorate is envisaged which will be responsible for providing support and organising the operational logistics of IGAI. This internal structure is intended to meet the need to articulate logistics with IGAI's administrative and procedural support and in the circumstance that workers in public functions assigned to IGAI are subject to special duties of secrecy, confidentiality and availability, arising from the specific nature of this Inspectorate's functions.

Internationally recognized principles concerning bodies of external control of police activity are also accepted, namely the standards set by the Committee for the Prevention of Torture, established under the terms of the 1987 Convention of the Council of Europe, as well as Recommendations Nos. 2 and 11 of the European Commission against Racism and Intolerance of the Council of Europe.

What advantages does it bring?

This decree-law provides a service of great importance for the defence of citizens' rights, valuing the police entities, for a better security of the populations.

When does it enter into force?

This decree-law enters into force on 1 April 2021.
