This decree-law approves the organic structure of the Competence Centre for Planning, Policy and Foresight in Public Administration.What is going to change?
A competencies centre for planning and assessment of public policies is created to monitor and strengthen each phase of intervention at the public policy level - planning, design, adoption and implementation, monitoring and revision - creating the methodologies and internal competencies within the public structure that are necessary for quality public action.
A knowledge sharing and intersectoral cooperation network in the strategic planning area is also established, made up by the leaders of sectorial planning departments, which allows, namely, the articulation of sectorial strategic planning with national plans, the strengthening of foresight skills, the sharing of good practices and the development of collaborative work. There is also a possibility of setting up multi-sectoral teams made up of PlanAPP and sectoral department technicians to develop projects that are common to several government areas.What advantages does it bring?
This decree-law aims to consolidate the model of competence centres, extending it to the areas of Planning and Assessment of Public Policies (PlanAPP), to support the definition of strategic planning lines, priorities and objectives of public policies, as well as to monitor the execution and evaluate the implementation of public policies and the results obtained, and to elaborate prospective studies.When does it enter into force?
This decree-law enters into force on the first business day of the month following its publication.
