Summary in plain english

What is it?

This decree-law amends the education and training model within the Public Administration and the Organic Law of the Ministry of Finance.

This decree-law also creates the National Institute for Administration (INA) and extinguishes the Directorate-General for the Qualification of Workers in Public Functions (DGQTFP).

What is going to change?

The INA is created, a public institute integrated in the State's indirect administration, with its own legal personality, endowed with administrative, financial and patrimonial autonomy.

The INA reinforces the partnerships with higher education institutions, with a view to obtaining highly qualified human resources, especially for the pursuit of its attributions in terms of training.

The Directorate-General for Administration and Public Employment, which already had the mission of supporting the definition of policies for the Public Administration in terms of employment and the management of human resources, shall now also have the mission of developing the recruitment and mobility of workers in public functions.

The DGQTFP is extinguished and the INA takes on its obligations, rights and duties, except for the recruitment and mobility of workers in public functions.

What advantages does it bring?

This decree-law aims to reinforce the qualification, training and capacity building of Public Administration workers.

This decree-law highlights the specificity of education and training in the Public Administration, seeking to reinforce the need to promote initial, continuous and specialization training for Public Administration staff and managers. It also encourages research and development in the different administration sciences.

By expanding partnerships with higher education institutions, this decree-law also seeks to strengthen the institution's strategic vision.

When does it enter into force?

This decree-law enters into force on 1 April 2021, however it will only take effect when its installation commission starts its functions.
