What is it?

This decree-law includes, in the field of multi-municipal water systems, the public service of water production for reuse and approves a set of rules facilitating the pursuit of ancillary activities of environmental, social or reputational interest by water systems. It also introduces rules on tariffs for 2021 and the tariff scheme for water in general.

What is going to change?

Measures are adopted that promote the efficient use of water and the circularity of this resource. In this way, the activity of producing water for reuse becomes part of the set of public service activities developed by the systems, along with the activities of collection, treatment and distribution of water for public consumption and the collection, treatment and rejection of wastewater.

The development of activities of environmental, social or reputational interest is also permitted by the management entities of multi-municipal systems that do not recover all the inherent costs, provided that they are authorised by the user municipalities and within the limits set.

Tariffs, fare income and other values charged under the terms of concession contracts relating to multi-municipal water supply and sanitation systems in the Coastal Centre of Portugal, the North of Portugal and Tagus Valley are also defined for 2021.

What advantages does it bring?

This decree-law contributes to improving the management of the urban water cycle and promoting the sustainable use of hydric resources through the production of water for non-drinkable uses through the treatment of wastewater.

When does it enter into force?

This decree-law enters into force on 1 March 2021 and takes effect from 1 January 2021.
