Decree Law No. 102-C/2020

This decree-law transposes into law the amendments to the European standards on the initial qualification and periodic training of drivers of certain vehicles for the carriage of goods and passengers by road, and for the conformation of the legal system for the certification of training bodies.

The content of the training of drivers of certain road vehicles for the carriage of goods or passengers will now include the content relating to the carriage of persons with disabilities concerning the rights of passengers in bus and coach transport and the content relating to traffic safety at level crossings.

The document entitling drivers to a qualification is drawn up by means of the Code 95 entry on the driving license as proof that the driver holds a Certificate of Fitness for Driving. The Driver's Qualification Card may be issued in occasional cases to non-residents who wish to undergo refresher training in Portugal.

In addition, administrative simplification measures are also introduced, either by eliminating the renewal of the initial recognition of the certification of training entities and the training courses they provide, or by uncomplaining the relationship between the certification entity, citizens and economic agents.

This decree-law strengthens the accompanying measures and the quality of the service provided by the training bodies, through the reinforcement of their duties and the administrative sanctioning measures in the event of non-compliance.

This decree-law enters into force 30 days following its publication.
