This decree-law establishes:
- the safety standards applicable to passenger ships;
- the procedures for counting and collecting, recording and reporting data on persons travelling on passenger ships operating to or from national ports, including marinas;

An effective inspection scheme is established for ro-ro passenger ships and high-speed craft operating on a regular service in order to ensure regular inspections, setting deadlines, frequencies and necessary requirements to ensure a high level of safety.
