This decree-law lays down the technical and procedural conditions relating to the design, construction, putting into service of fixed installations and placing on the market of railway vehicles.What is going to change?
In order to strengthen the competitiveness of the EU railway sector, the EU Railway Agency and the national railway safety authorities take responsibility for the authorisations they issue:
- The Institute for Mobility and Transports, as the national railway safety authority, is responsible for licensing infrastructure and vehicles running on national territory;
- The Portuguese Institute of Quality, as the notifying authority, will set up and implement the necessary procedures for the notification of conformity assessment bodies;
- The Portuguese Institute for Accreditation, as the national accreditation body, will carry out the assessment and monitoring of conformity assessment bodies.
The EU Railway Agency defines the essential requirements for railway interoperability and draws up technical specifications for interoperability (TSIs) setting out the technical parameters to be met by the various components of infrastructure and rolling stock.What advantages does it bring?
This system reduces barriers to the full operation of the railway vehicle market as it increases safety and the quality of the transport service and introduces improvements both in terms of technical requirements and the simplification of administrative procedures.When does it enter into force?
This decree-law enters into force on 21 October 2020.
