Summary in plain english
This decree-law amends the extraordinary support for the gradual resumption of activity in companies in a situation of business crisis with a reduction of the normal working period (PNT).
What is going to change?The limits on the PNT reduction are changed
If the employer has a fall in turnover of 40% or more, the PNT reduction can be as much as 50%.
If the employer has a fall in turnover of 60% or more, the PNT reduction can be as much as 70%.
In situations where the PNT reduction is higher than 60%, the employee's wage compensation is adjusted to ensure that he/she receives 88% of his/her gross salary.
Employers with a fall in turnover of 75% or more can now reduce the PNT in 100%.
For these employers, the financial support provided by social security for the payment of employee compensation is 100% of the employee's salary.
The concept of corporate crisis is changed to include employers with a 25% or more fall in their turnover. In this case, the maximum limit for the PNT reduction is 33%.
The additional support to be granted under the supplementary training plan are changed.
The amount of the grant to which employers and workers covered by the supplementary training plan are entitled increases to 70% of the Social Benefits Index (IAS).
The training plan must provide at least 50 hours of training.
In order to access the extraordinary support for the gradual resumption of activity with a temporary reduction of the PNT, the employer may submit request until the month following that to which the initial request for support or extension relates.
What advantages does it bring?This decree-law strengthens support for employers in greater difficulty, strengthens incentives for training and complementary support for employers and workers.
When does it enter into force?This decree-law enters into force on 20 October 2020.
