Summary in plain english
This decree-law aims to ensure the implementation of the European Regulation on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport, based on the fuel consumption of ships.
It also amends the diploma regulating the acts and procedures applicable to the access and exit of ships and vessels from national ports, and amends the diploma articulating the action of the police authorities and other competent entities within the maritime areas under national sovereignty and jurisdiction.
What is going to change?This decree-law applies to ships with a gross tonnage of more than 5,000.
The Portuguese Agency for the Environment is the competent authority for the monitoring, reporting and verification of carbon dioxide emissions derived from maritime transport.
A system of penalties for non-compliance with monitoring and reporting obligations is established.
This decree-law allows for an expulsion order. In this case, the captain of the port in which the ship is located notifies its master.
What advantages does it bring?This decree-law allows Portugal to monitor greenhouse gas emissions at national level, with the aim of reducing them.
This decree-law aims to boost maritime transport using less polluting fuels and thus reduce the impact on climate change.
When does it enter into force?This decree-law entered into force on 16 October 2020.
