This decree-law extends the period of the transitional rules for access to and exercise of the activities of technician for installation and maintenance of buildings and systems and of technician in charge or inspector of private service electrical installations, clarifying the form of access to the respective professions.What is going to change?
The entities that train building and systems installation and maintenance technicians (TIM) are no longer certified by the Directorate-General for Energy and Geology, but are recognised within the National Qualifications System.
It is no longer necessary for the training entity to send the qualification certificate to the entity managing the Energy Certification System for Buildings for the automatic issuing of the professional title and for the registry of technicians in the installation and maintenance of buildings and systems (TIM) who access the profession, in categories TIM-II and TIM-III.
Access to the professional title of building and systems installation and maintenance technician (TIM) is extended for a further year from the date of entry into force of this Decree-Law, by means of professional experience, provided that the candidate has taken, with or without passing, one of the theoretical or practical components of the examination, or when the candidate, being duly registered for this purpose on the platform, has not taken the examination for reasons beyond his/her control.
Inspectors of private service electrical installations who do not have higher education will now be covered by the refresher training given by entities of the National Qualifications System or higher education network.
The period for the attendance of the aforementioned refresher training by the technicians in charge and inspectors of private service electrical installations without higher education is extended for another year so that they can continue to carry out their professions.What advantages does it bring?
Simplification of the processes for certification of training entities and for issuing the professional title and registry of TIM, in order to avoid unnecessary duplication of efforts on the part of all those involved.
Opportunities for TIM candidates, through professional experience, to complete the entrance exams to the profession.
Possibility for responsible technicians and inspectors of private service electrical installations without higher education to continue their professions, through refresher training.When does it enter into force?
This decree-law enters into force on the day following its publication and takes effect from 17 August 2020.
