What is it?

This decree-law establishes the rules on energy efficiency, in particular as regards district heating and cooling networks and billing, measurement and consumer information.

What is going to change?

The indicative national energy efficiency contributions to the European Union's 2030 targets are set out in the National Energy and Climate Plan (PNEC).

The programmes and measures provided for in the PNEC can be financed by the Environmental Fund.

Between 1 January 2021 and 31 December 2030, further energy savings amounting to 0.8% of final annual energy consumption, calculated on the basis of the average of the last three-year period before 1 January 2019, are to be achieved annually.

Energy savings

Energy savings until 31 December 2020 are measured annually through the monitoring and follow-up system foreseen in the National Energy Efficiency Action Plan (PNAEE).

Energy savings for the 2021-2030 horizon are measured annually through the monitoring and follow-up system set out in the PNEC.

District heating and cooling networks

In residential, mixed and commercial buildings and services with a central heating or cooling source, if feasible, individual meters should be installed to measure heating, cooling or hot water consumption.

If such installation is not possible, other alternative methods should be used to measure the heat consumption of each heater.

Remote reading

Thermal energy meters should ensure remote reading if technically and economically feasible.

Billing and consumption information

Billing and consumption information must be reliable, accurate and based on actual consumption or thermal energy meter readings.

The final consumer should be given the option to opt for billing information and invoices in electronic format.

The privacy and protection of end-users' personal data is guaranteed.

End-users should receive bills and energy consumption information free of charge.

This decree-law promotes the efficiency of district heating and cooling networks.

It ensures the fight against energy poverty, lower costs for consumers, lower energy consumption and the reduction of greenhouse gas emissions.

It makes consumers an active part of the energy transition and prioritizes energy efficiency.

When does it enter into force?

This decree-law enters into force on the day following its publication.
