Summary in plain english
This decree-law establishes the organisation and functioning of the National Gas System (NGS) and the legal schemes applicable to the reception, storage and regasification of Liquefied Natural Gas (LNG).
What is going to change?The incorporation of gases of renewable origin and low carbon gases in the NGS networks is foreseen, allowing their decarbonisation in domestic and industrial consumption. The incorporation of gases of renewable origin and low carbon gases also contributes to the fact that the concessionary networks do not become unnecessary, allowing their continued use.
A new player on the gas market is expected on the production side.
The production of renewable and low carbon gases is created with a liberalised activity, with low administrative requirements and with the appropriate regulation to ensure the security of supply of NGS, and the producer of renewable or low carbon gases may use the product for any purpose, such as: self-consumption, injection into the public gas network, supply by tanker to any industrial or private consumer, export and application to the transport sector.
What advantages does it bring?The decree-law provides for the growing recognition of renewable gases, in particular hydrogen, as a modern, clean and versatile energy carrier, thus promoting an energy change that invests in national economic development, coupled with competitiveness and sustainability.
When does it enter into force?This decree-law enters into force on 29 August 2020
