Summary in plain english
This decree amends the exceptional and temporary measures concerning the epidemiological situation of the new coronavirus - COVID-19.
Given the public health emergency of international scope, declared by the World Health Organization on 30 January 2020, as well as the classification, on 11 March 2020, of the COVID-19 disease as a pandemic, the Government has been approving a set of extraordinary and urgent measures in several matters.What is going to change?
The social support activities developed in Day Care Centre are resumed from August onwards, through an evaluation of the reopening conditions, to be carried out by the institution, the Instituto da Segurança Social (Social Security Institute) and the local health authority, without prejudice to the maintenance of the suspension of activities in the Lisbon Metropolitan Area.
The possibility of using means of distance communication is now available for:
- The practice of acts in all processes, urgent and non-urgent, that run under the terms of the Justices of the Peace;
- The presentation of the birth certificate that has occurred in national territory or abroad.
The regime regarding the suspension of the Internship Program in Local Administration (PEPAL) is also adjusted, allowing the promoting entities to resume the signing of new contracts and interrupting the suspension of all deadlines related to the respective procedures.What advantages does it bring?
This decree-law makes it possible to contain the pandemic and guarantee the safety of Portuguese citizens, within a framework of gradual lifting of suspensions and interdictions decreed during the period of the state of emergency.When does it enter into force?
This decree-law enters into force on 15 August 2020.
