Regulatory Decree No. 3/2020

This regulatory decree amends the regulatory decree governing the organisation and functioning of the reception structures, emergency shelter responses and shelters that make up the national network of support for victims of domestic violence (RNAVVD).

The duration of emergency shelter for victims of increased vulnerability, in particular due to disability, mental illness, sexual orientation, gender identity and expression, and age, shall be increased to three months, extended by a maximum of two equal periods of time.

In such situations, a prior opinion of the Committee on Citizenship and Gender Equality (CIG) is required, on the basis of a reasoned request from the technical responsible for the emergency reception response.

This regulatory decree creates conditions for increased protection and support during emergency reception to meet the specific needs of victims of particularly vulnerable domestic violence, such as disability, mental illness, sexual orientation, gender identity and expression, and age.

This regulatory decree enters into force on 17 August 2020.
