This decree-law extends the deadline for the transfer of powers to the municipalities in education and health until 31 March 2022.

The process of decentralisation is deepened, allowing the conclusion of inter-administrative contracts that broaden the scope of competences to be assumed by municipalities in education.

Municipalities and intermunicipal entities that have not yet accepted the foreseen competencies, and that do not intend to do so in the year 2021, shall communicate this fact to the General Directorate of Local Authorities, after prior deliberation of their deliberative bodies, until 31 December 2020.
