What is it?

This decree-law amends the exceptional and temporary measures relating to the COVID-19 disease pandemic.

Given the public health emergency of international scope, declared by the World Health Organization on 30 January 2020, as well as the classification, on 11 March 2020, of the COVID-19 disease as a pandemic, the Government has been approving a set of extraordinary and urgent measures in several matters.

What is going to change?

Food support provided by school groupings and schools not belonging to groups of the public education network to students in classes A and B of the school social action will be maintained until 31 July 2020.

The use of masks or visors by students in educational establishments from the 2nd cycle of basic education onwards is compulsory, regardless of age.

It is possible that, until the end of 2020, the funds from the Support Programme for Tariff Reduction (PART), Support Programme for Densification and Strengthening of Public Transport Offering (PROTransp), as well as the compensatory indemnities for the "passe 4_18@escola.tp", "passe sub23@superior.tp" and the "passe Social+" for the financing of public transport services can be used.

The periods of time that have elapsed, for the purpose of the maximum duration of the research grants provided for in the Research Grant Holder's Statute, during the period of suspension of the face-to-face activities at the higher education institutions, are not counted, up to a maximum of two months.

The same happens with the periods of suspension determined by national or foreign public authority and that apply to entities hosting fellows.

These rules apply to research grants that end during the year 2020.

What advantages does it bring?

This decree-law makes it possible to contain the pandemic and guarantee the safety of Portuguese citizens, within a framework of gradual lifting of suspensions and interdictions decreed during the period of the state of emergency.

It also ensures the mobility of citizens by maintaining essential public passenger transport services and developing mechanisms to promote the sustainability of passenger transport companies.

When does it enter into force?

This decree-law enters into force on 17 July 2020.
