Summary in plain english

What is it?

This decree-law approves the legal regime of landscape reconversion through Landscape Re-ordering and Management Programmes (PRGP) and Integrated Landscape Management Areas (AIGP).

What is going to change?

This decree-law aims to invest in the management of forest territories, often associated with small properties and which have high exploitation costs and low profitability, creating two new instruments for this purpose, the PRGP and the AIGP.

PRGPs and AIGPs can be constituted for territories delineated as vulnerable according to the following criteria:

1) Parishes on the mainland where more than 40 % of the territory is under high and very high rural fire risk;

2) Parishes on the mainland which are surrounded by other parishes which are under high and very high rural fire risk.

The delimitation of vulnerable territories does not apply to parishes with more than 40% of the territory under high and very high rural fire risk, isolated or contiguous, whose overall area is less than 200 km2.

The PRGP is a sectoral program aimed at territories with specific vulnerabilities associated with land organization, aiming at risk prevention and adaptation to climate change through landscape planning and management and the adoption of specific intervention measures.

In its turn, the AIGP intends to promote the reconversion and management of forest, agricultural and silvopastoral areas with the aim of ensuring greater resilience to fire and improving ecosystem services, promoting the revitalization of these territories and adaptation to climate change.

The AIGP will have a minimum area of 100 hectares and can be constituted at the initiative of the State, local authorities, forestry and agricultural producers' organizations, cooperatives, local associations, wasteland management entities or collective investment bodies. They will be operated through integrated landscape management operations (OIGP) that define, in space and time: the interventions of landscape transformation of reconversion of crops and territorial valorisation and revitalization.

The owners of rural buildings have the right to participate in the constitution of the PRGP and the AIGP and the duty to collaborate in the definition and implementation of their integrated landscape management operation (OIGP).

What advantages does it bring?

This decree recognizes the important role of the planning and revitalization of forest territories, as a way to increase their resilience to risks, particularly fire, and intends to enhance the territory through the landscape and develop agricultural, forestry and tourism activities.

Thus, local authorities and local communities can initiate qualified projects from the point of view of management and planning of rural areas, responding to the needs of the populations as well as the recovery of the territories.

When does it enter into force?

This decree-law entered into force on 27 June 2020.
