This decree-law creates an exceptional and temporary scheme, by way of salary compensation, for fishing professionals who are prevented from exercising their activity due to the forced stoppages resulting from the COVID-19 disease pandemic.
Given the public health emergency of international scope, declared by the World Health Organization on 30 January 2020, as well as the classification, on 11 March 2020, of the COVID-19 disease as a pandemic, the Government has been approving a set of extraordinary and urgent measures in several matters.What is going to change?
Small-scale fishing professionals, nurserymen and catchers are to be compensated for their salaries, provided that:
- The impediment to the exercise of fishing is proven, as a result of a record of a fall in the value of fish of 40% or more compared to the equivalent period of one of the previous two years; or
- The difficulty in recruiting crews due to preventive isolation due to the COVID-19 pandemic is proven.
The planned salary compensation scheme is subsidiary to other financial support schemes and cannot be combined with any financial support for the same purpose, income replacement benefit or training allowance.
The application for the payment of salary compensation is addressed to the Fishermen's Compensation Fund.What advantages does it bring?

It ensures a compensation mechanism for loss of wages, which guarantees fishing professionals, especially those who receive low wages, financial resources to meet their basic needs during the emergency period.When does it enter into force?
This decree-law enters into force on 7 May 2020.
