What is it?

This decree-law establishes exceptional and temporary measures in the area of sports as a response to the COVID-19 disease pandemic, regarding:

a) the extension of the sports federations' public sport utility status and subsequent renewal;

b) the amendments to the regulations of sports federations;

c) the duration of the term of office of the members of the bodies of the sports federations and of the professional leagues or territorial associations of clubs affiliated to them;

d) the application in 2020 of the duodecimal system of sports development programme contracts;

e) the equation of continuing distance training with on-site training in order to determine the number of hours needed to obtain credit units for continuing training;

f) the renewal of registration in the register of high-performance sports agents;

g) the renewal of sports medical examinations.

Given the public health emergency of international scope, declared by the World Health Organization on 30 January 2020, as well as the classification, on 11 March 2020, of the COVID-19 disease as a pandemic, the Government has been approving a set of extraordinary and urgent measures in several matters.

What is going to change?

Due to the postponement of the 2020 Olympic Games and the 2020 Paralympic Games to the year of 2021, the sports federations' public utility status is being extended until 31 December 2021, and rules for its renewal are also being adopted.

Continuing distance training is equated to face-to-face training for the purpose of obtaining credit units for the revalidation of the professional title of sports coach, as well as the professional title of technical director and physical exercise coach.

As long as there are no international competitions, the registration of sportspersons, coaches and referees in the register of high-performance sports agents is extended.

The renewal of sports medical examinations is suspended.

What advantages does it bring?

These measures allow the spread of the COVID-19 virus to be contained.

This decree-law also allows the normal functioning and organization of sports federations, professional leagues and territorial associations of clubs.

When does it enter into force?

This decree-law entered into force on 24 April 2020.
