This decree-law makes the fourth amendment to the decree-law laying down general rules for the implementation of operational programmes and rural development programmes financed by the European Structural Funds and investment funds for the 2014-2020 programming period.

Incentives should be paid out as soon as possible after promoters have submitted payment applications.

Where the Managing Authorities or Intermediate Bodies are unable to meet the set deadline for payment, they should issue advances linked to the expenditure submitted.

This measure now includes final balance applications, to which a 15 % reduction in the value established for each payment application should be applied.

This decree-Law makes it possible to support businesses' cash flow by restoring liquidity and also to help maintain jobs.

This decree-law entered into force on 28 March 2020 and takes effect from 13 March 2020.
