What is it?

This decree-law grants powers to the Directorate General of Health and to the Central Administration of the Health System to authorize expenditure, regardless of the amount, for the acquisition of equipment, goods and services for the response to the COVID-19 disease. It extends the scope of the entities to which the exceptional public procurement measures for the response to COVID-19 disease apply.

What is going to change?

Special and urgent measures are applied to guarantee health providers and public entities the availability of such equipment, goods and services to face the current situation of an international market strongly conditioned by a generalized and growing demand and, at the same time, a decrease in production and constraints to the circulation of goods. The scope of application of the exceptional public procurement scheme adopted for the response to the COVID-19 disease is extended to contracting entities as defined in the Public Procurement Code.

What advantages does it bring?

This decree-law allows a faster response to the acquisition of goods, equipment and services necessary to face the COVID-19 disease.

When does it enter into force?

This decree-law enters into force on 25 March 2020 and takes effects from 4 March 2020.
