This decree-law determines exceptional public procurement measures applicable to direct adjustment procedures for the formation of a public works contract, the rental or acquisition of movable property and the acquisition of services related to the damage caused by hurricane Lorenzo.

This decree-law establishes that the procurement of the necessary interventions to recover from the damages caused by hurricane Lorenzo is considered to be done for reasons of urgency.

It establishes, therefore, that the direct adjustment may be chosen, regardless of the value of the contract, exclusively for the formation of the contracts for the interventions necessary for the recovery from the damages caused in the areas specifically affected by the hurricane.

This decree-law ensures the recovery of infrastructure and equipment essential to the lives of the populations of the geographical area affected by hurricane Lorenzo, adopting mechanisms to restore normality to that geographical area and minimise the consequences caused by the hurricane.

This decree-law enters into force on 30 November 2019, and remains in force until 9 November 2021.
