What is it?

This decree-law amends the Value Added Tax Code (VAT Code), partially modifying the general rule of subjective incidence (who has to pay the tax) of VAT on certain transfers of forestry production goods.

Forestry production refers to woods, forests or jungles.

What is going to change?

This decree-law envisages a reverse charge mechanism for VAT in the case of supplies of cork, wood, pine cones and pine nuts with bark.

Responsibility for the payment of VAT is transferred to easily identifiable companies, i.e. VAT is now due and paid to the State by the taxable purchasers.

What advantages does it bring?

This decree-law aims to combat tax evasion and fraud and also to facilitate the collection of VAT on transfers of cork, wood, pine cones and pine nuts with bark, exempting owners or forestry producers with a reduced structure from the obligation to pay this tax.

When does it enter into force?

This decree-law enters into force on 1 January 2020.
