This decree-law regulates the conditions for access to and operation of public express passenger transport services, as well as the transparent, fair and non-discriminatory access to road passenger interfaces and terminals.
Interfaces - infrastructure of a transport network where the passenger starts or ends his/her journey. It is a space connecting the different lines of the same or different transport modes available. New rules are established for the access to the activity of operation of the public express passenger transport service and for the use of transport interfaces, according the provisions of the Legal Framework of the Public Service for Passenger Transport and with Community legislation.
It allows the market to be opened up to new economic agents and speeds up authorisation processes, always ensuring that these services are compatible with services of an intermunicipal and regional nature, which are promoted by local transport authorities.
For the access to the activity, the compliance with rules that ensure the provision of a quality, reliable and safe service is required, as well as demanding information obligations that guarantee the defence of passengers' rights and supervision by the authorities.
Rules are also laid down on the authorisation of stops and access to road interfaces and terminals, which ensure equal opportunities for all operators of public passenger transport services, as well as promote intermodality and clear information for passengers.What advantages does it bring?
With this diploma, the conditions have been created for express public passenger transport services to be developed, offering citizens a public transport service that complements inter-municipal and interregional passenger transport, with quality integrated services, better timetables and fares, more convenient and faster and with greater national coverage.
It also promotes the creation of interfaces that facilitate the connection of different modes of transport and mobility services, contributing to local development, increasing the convenience of travel using different modes of transport and operators.
All the conditions are thus created to provide a safe and quality service to citizens, while also contributing to local development.When does it enter into force?
This decree-law enters into force on the day following its publication.
