This decree-law introduces the access to the Social Benefit for Inclusion (PSI) to children and adolescents with a disability or with a handicap equal or higher than 60%.What is going to change?
Children and adolescents under 18 years old with a disability or a handicap equal or higher than 60% may now access, through a request, to a citizenship social benefit which is not dependent on the family’s economic resources level.
This measure grants to the disabled individual, either with a congenital disability (detected before or after birth) or acquired at an early stage of their life, which may hinder the education path or, posteriorly, the working life, a social benefit which shall accompany them throughout their life, whenever the handicap is equal or higher than 60%.
Therefore, the social benefit is adjusted according to the needs of the disabled individual, namely in the adult age, according to the income of the disabled individual and his/her degree of disability and, in the case of poverty risk, the economic resources of his/her household.
Furthermore, the Orphan’s Pension is also introduced as a social benefit cumulable with the PSI.
The social protection for disabled children and adolescents will be reassessed within five years.What advantages does it bring?
This decree-law reinforces the social support for disabled individuals, enabling the access of disabled children and adolescents to the Social Benefit for Inclusion. Besides improving the social protection, the access procedures and the accumulation with other social benefits, as well as the situations which may originate their termination, are established.When does it enter into force?
This decree-law enters into force on the day following its publication and takes effect from 1 October 2019.
