This decree-law amends the rules regarding the concession to exploit, under a public service scheme, the XXITerminal aimed for the movement of containers at the port at Sines.What is going to change?
The concession period is now 50 years, which may be extended for 10 additional years.
Before, the concession lasted for 30 years and could be renewed for 30 more.
There will be a 3rd stage in the concession (there were only two stages before), which implies the investment on the modernization and increase of equipment and infrastructures.
The concession contract is valid until 28 September 2049 and may be extended for a period of 10 years.
On the last 10 years of the concession (before, it could be carried out on the last six), the Administration of the Ports at Sines and Algarve (APS) may, if justified by the public interest, recover (repurchase) the terminal’s exploitation.
To do so, it must communicate such intention to the concessionary company, at least a year before.What advantages does it bring?
This decree-law allows to increase and modernize the XXI Terminal at the port at Sines and ensures a greater economic, operational and environmental efficiency.
It allows the terminal to continue to adequately serve the port traffic needs and to be competitive from a commercial point of view.When does it enter into force?
This decree-law enters into force on the day following its publication.
