What is it?

This decree-law envisages the review of the operating regulations of artistic shows.

The National Assembly decided, upon Government decision, to transfer powers from the State to the local autarchies and intermunicipal entities. In order to put this into practice, it is necessary that decree-laws like this one establish in detail how it shall be executed.

What is going to change?

The municipalities now hold powers regarding artistic shows, namely:

    • on the reception of the mere prior communications;
    • on the supervision of the shows.

In a single IT platform (ePortugal Portal), all information on shows in Portugal (mainland) is gathered, later made available to the citizens in the Culture Portal, which aggregates the national cultural agenda.

A mechanism for the disclosure of the exhibitions is also introduced, which allows the exhibitions’ responsible entities, commissioners and curators to use a platform focused on the public disclosure of the exhibitions available in the Culture Portal.

In order to achieve the adequate efficiency and effectiveness levels, it is now mandatory to adapt the electronic platforms for the management of the mere prior communications, as well as for the correspondent supervision, until 31 December 2020.

What advantages does it bring?

This decree-law, by extending the exercise of the powers by the municipalities and by aggregating the information on artistic shows on a single electronic platform:

    • improves the proximity with the local populations;
    • simplifies procedures and ensures the quality in the access to public services;
    • ensures greater information to the public.
When does it enter into force?

This decree-law enters into force 60 days following its publication.
