What is it?
This decree-law approves the Regulations for the Installation and Operation of Simple Pressure Vessels (RSPS) and Pressure Equipment (ESP).
RSPS are pressure vessels used in industry, for example for filling tyres with compressed air.
ESP are also pressure vessels used in industry, such as steam generators for steam production used in industrial laundries.
What is going to change?
The licensing procedures are now carried out through the EPortugal portal.
The RSPS are subject to prior operational notification and may be put into operation provided that they have been inspected by an Inspection Body (OI) with a positive result.
The declaration of validation of operation has to be requested within 60 days.
The general period of validity of the licences is extended from 5 to 6 years.
The Portuguese Institute for Quality (IPQ) issues, within 15 days, a declaration validating the operation of the RSPS, which is valid for 6 years.
The date of performance of the pressure test or equivalent test establishes the beginning of the validity period, of the validation or approval of operation.
The periods for decision and issuance of declarations and certificates by IPQ are reduced from 45 to 30 days.
The exercise of the inspection activity depends on prior authorization from the IPQ.
The inspection is the responsibility of the OIs, who are no longer required to notify the IPQ of scheduled inspections.
The pressure test carried out at the factory for putting the equipment into service is accepted if it has been carried out less than two years, unless there are well-founded safety reasons.
The test shall be subject to the assessment of the IO.
An inspection body shall issue an expert opinion on plans for installation.
Approval by IPQ of the installation project for liquefied petroleum gas (LPG) containers, with a capacity between 7500 and 200 000 L, is no longer necessary, provided it has been previously approved by the municipal council or by the Directorate-General for Energy and Geology (DGEG).

When does it enter into force?
This decree-law enters into force 90 days after its publication.
